Downtown Dover Partnership updates its master plan

DOVER — Community members and officials gathered at The Hive on Loockerman on June 26 to hear updates to the Downtown Dover Partnership’s Capital City 2030: Transforming Downtown Dover master plan.


To start, partnership members said groundbreaking for a mobility center on Bradford Street is slated for late October. It will be built by the EDiS Co., with Monika Mickute and J.D. Bartlett overseeing it.


According to DDP, the facility will have retail options and a welcome center on the first floor, in addition to 350 parking spots on the second, third and fourth floors.

As for the 120-unit mixed-income residential building planned at 120 S. Governors Ave., it has now been given a name: The Governor. Ground should be broken for this project around November 2026.


Candice Schuster, the architect of the building, said it will have apartments of various sizes, as well as a café, grocery and day care.


“It’s really intentionally designed to stitch the fabric of this community together,” she added.


Ms. Schuster noted that she wanted The Governor’s bricks to stand out, as well as match and honor the facade of other downtown buildings.


The structure is also supposed to “represent a neighborhood in itself,” she continued. There will be a courtyard overlooking New Street at the back of the building, as well as a rooftop deck, where residents can congregate.


By classifying the site as “mixed-income,” Ms. Schuster said she hopes it will be representative of all.


“Everyone deserves a nice place to live,” she added.
